Senior Finance Manager (External Financing and Treasury)

Duties & Responsibilities

Lead external financing projects including RFP tender document preparation for bond issuance, banking facilities, and alternative financing options.
Evaluate RFP proposals and present detailed analysis findings to management.
Prepare committee papers and presentations with recommendations for Finance Committee and Standing Committee approval.
Serve as recording secretary for the Task Force on External Financing Exercises.
Supervise preparation of weekly or regular cashflow and financing forecasts.
Assist in reporting on accounting operations, financial management, budgeting, and auditing of external financing arrangements.
Monitor financial operations and performance of PRC subsidiaries and joint ventures for regulatory compliance.
Conduct periodic reviews of accounting policies and procedures.

Bachelor's degree in Accounting with minimum eight years of relevant experience, including five years supervisory experience.
Qualified accountant with membership of a recognised professional accounting body.
Chartered Financial Analyst (CFA) qualification preferred.
Minimum three years' prior experience in external financing and corporate investment portfolio management.
Strong analytical and problem-solving skills with excellent interpersonal abilities.
Detailed-minded with strong numerical sense and planning/execution capabilities.
Strong leadership and organisational skills in coaching and talent management.
Excellent presentation and communication skills for conveying complex financial information.
Ability to work under pressure independently and meet tight deadlines.
Good command of written and spoken English.
